Zhan Jingtao, is now serving as Director-General of Treasury Department of Ministry of Finance (“MOF”). He graduated from the Statistics department of Liaoning Institute of Finance and Economics in 1978. He has been served as Deputy Director, Director and Deputy Director-General of Education, Science and Culture department, as Deputy Directorgeneral of Public expenditure department, and as Deputy Director-General of Administrative & Law Enforcement Department of MOF. | | | Mr. Zhan has been engaged in the practice of financial management for a long time, with deep understanding for the financial management and accounting for public institutions. He has been in charge of the policy-making and reform of the financial management for public institutions, issued a series of regulations on financial management, such as the Rules of Financial Management for public institutions. He also participated in the setting of Accounting Standards for public institutions. He is the author of dozens of articles, including Thoughts on Financial Management Reform for public institutions under Market economy and The Role and Reform Conceit of Administrative expenditure within the Framework of Public Finance. He is also the editor in chief for the publications such as Financial Management for public institutions, Complete guidance on Chinese Finance, Taxation and Financial Accounting, and Chinese Financial Law etc. |
