Mr. Zhang Tong Ph.D is the Director-General of General Office, Ministry of Finance. Prior to that, he successively served MOF as senior staff, deputy director, director, deputy Director-General in General Office, deputy Director-General of Local Government Budget Department, deputy Director-General of Budget Department and deputy Director-General of Treasury Department. Mr. Zhang holds a concurrent post of tutor for candidates of doctor's degree in both XIAMEN University and Research Institute of Fiscal Science, MOF, and the managing director of China Fiscal Society. | | | For many years, he has engaged himself in the theoretical study, planning and implementation of financial budget management reform. Mr. Zhang is also responsible for fiscal transfer-payment reform, central government budget preparation reform, budget classification reform, government procurement reform, as well as treasury single account reform and the construction of government financial management information system (GFMIS). For many times, he has been invited to introduce China's fiscal reform in various senior official seminars held by international organization, such as IMF, WB, OECD, etc. Based on the fiscal reform, over one hundred articles have been published on various magazines. Mr. Zhang's main work is Market Economy System and Fiscal Reform. His translations include Public Finance-Application of Modern Theory in Policy and Public Expenditure Management. |
